The basis of administering territories of Nature 2000 constitutes habitats and animals, which are about to die out within the area of European Union. They are specified in two directives:
- Birds Directive (2009/147/WE, before 79/409/EWG) – on its basis , there are created areas of special protection of birds (Polish abbreviation OSO) in order to protect species enlisted in appendix I of the directive;
- Habitats Directive (92/43/EWG) –on its basis , there are created areas of special protection of habitats (Polish abbreviation SOO) in order to protect natural habitats and living space of different species of plants and animals based on criteria given in appendixes I and II of the directive.
Nowadays in Poland we have:

- 845 areas being of great importance for European Community, that in the future (after approving by Ministry of Environment) will be special territories of habitats protection (SOO) – they cover about 11,05% of the country area.
